State Youth Policy Concept to consolidate young people and direct their activity to the country’s strategic issues.
ASTANA. February 26. KAZINFORM The State Youth Policy Concept 2020 has
become one of a few documents widely discussed through Kaznet. Today
the Concept has been presented to the Government and the Cabinet has
approved it. It should be recalled to the readers that the Strategy
Paper had been worked out on behalf of President Nursultan Nazarbayev.As
the Kazakh Minister of Education and Science Bakytzhan Zhumagulov said,
first of all, the Concept is focused on the new principles of social
policy based not only on the guarantee of the state, but also on
personal responsibility. The government shall take measures to youth
employment, their retraining, and providing affordable housing,
subsidies for transportation and meals.
"At that the main objective of the government will be to support youth initiatives, provide an opportunity for self-fulfillment and to encourage the youth to act. And the problem of young people will be to take advantage of the opportunity, " said the Minister of Education and Science.
Secondly, Mr. Zhumagulov noted the importance of the principle of pragmatism, for each investment in the implementation of youth policy to be returnable and profitable, and investments in young people to be effective. According to Education Ministry data this year 1.5 billion have been allocated for in the state budget to finance youth policy, and more than 2 billion in the local budget. That is two times more than in 2010, which gave the possibility to implement a greater number of social projects.
You can track the idea that the formation and education of Kazakh people of a new breed should be based on consolidating factor of new Kazakh patriotism. That includes trinity of languages, development of national culture, traditions and intellectual education of the nation. For the information, today the proportion of young people taking an active part in patriotic activities in terms of the state program of education amounts to over 25%. And the initiators of new ideas, initiatives, and actions are young girls and boys who are demonstrating not only creativity, but also a sense of civic responsibility.
It should be noted that realization of the youth policy requires evidence-based approach. As Mr. Zhumagulov noted that Youth research center has been established and is functioning to analyze youth issues in a systematic manner using innovative scientific methods and approaches.
The characteristics of the new concept is that it focuses not only on the young people getting educated. Education and Science Minister assured that the Paper covers all categories of young people including rural, working, self-employed, unemployed, marginalized ones, and etc.
"The task solution has started at reaching every town and village. For that resource centers are being created in towns and regions, and instructors to work with the youth are introduced in rural districts and villages. The scheme will form the basis of targeted work with all groups of young people in the community, in schools and at work, " he added.
The Concept is to be implemented in two stages: from 2013 to 2015 and from 2015 to 2020. Some of its parts have already been successfully accomplished. For example, the creation of the Committee on Youth, and the appropriate management structures in the regions. The regional councils on youth policy are personally led by akims (mayors). Special organizations are brought into being to deal with young people at large enterprises and national companies.
Decision of the Education and Science Ministry Board with the Prime Minister increased the responsibility of universities and colleges for employment of young professionals and for quality monitoring of this critical work.
The Concept will be the basis of On State Youth Policy of the Republic of Kazakhstan draft law and other legal acts in the sphere of the rights and guarantees of the Kazakh youth.
After the adoption of the paper Prime Minister Serik Akhmetov instructed the education directorate of the country together with other concerned government agencies to develop a plan of activities until March 15 to implement the Concept.
